4. Program Objectives: For the FP Services portion of the program: To provide educational, counseling, comprehensive medical and social services necessary to enable individuals to freely determine the number and spacing of their children, and by so doing helping to reduce maternal and infant mortality, promote the health of mothers, families and children.

For the FP Training portion of the program: To provide job specific training for personnel to improve the delivery of family planning services.

For the FP Research portion of the program: To promote service delivery improvement through research studies and application of knowledge.

5. Titles and Descriptions of at least Three Funded Grantees: FP SERVICES: Virginia Department of Health: Grantee which awards funds to approximately 142 clinics which in turn provide various FP services throughout the community, primarily to low income women.

FP TRAINING: University of Texas, Southwestern Medical Center at Dallas: Grantee provides short term family planning training to clinic staff; continuing education workshops on specific topics for health care professionals; and family planning/women’s health specialty training courses for broadly trained health care practitioners.

FP RESEARCH: The Alan Guttmacher Institute: The objectives of this grant are to 1) document the nation’s need for publicly funded reproductive health and family planning services, service providers’ capability and success in meeting those needs with attention to demographic and socioeconomic characteristics of those in need; 2) to investigate emerging issues and significant trends in publicly funded reproductive health and family planning service delivery, with special attention to the Title X family planning program; 3) to monitor federal and state funding and policies that affect reproductive health family planning service delivery, including funding provided under Medicaid and other major sources and through managed care mechanisms; 4) to disseminate information and analyses that will enable policy makers, providers and other individuals and organizations to improve the quality and reach of reproductive health and family planning services in the U.S.

AUTHORITY

6. Authorizing Statute(s): Title X, Section 1001, of the Public Health Service Act; 42 U.S.C. 300; Family Planning Services and Population Research Act of 1970, Section 6(c), Public Law 91-572, 84 Stat. 1506, as amended; Family Planning and Population Research Act of 1975, Title II, Sections 204(a) and (b), Public Law 94-63, 89 Stat. 307- 308; PHS Extension Act, Section 1(a)(1), Public Law 95-613, 92 Stat. 3093; Appropriation Act of 1991, Public Law 101-517.

7. Regulatory/Administrative Requirements: 45 CFR parts 1-99, OMB Circulars A-102, A- 110, A-21, A-121, A-87, A-133, DHHS Grants Policy Directives, PHS Grants Policy Statement (April 1, 1994).

8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: It would require new legislation, new operating procedures and a change in the grant making process. All of the requirements of the authorizing statute that mandates federal monitoring of the funds would have to be changed.

APPLICANTS, BENEFICIARIES and FORMULAS

9. Type of Funding: Discretionary Grant

Eligible Applicants: Any public entity (city, county, local, regional, or State government) or private nonprofit entity located in a State (including the District of Columbia, Puerto Rico, the Commonwealth of the Northern Marianas Islands, Guam, American Samoa, the Virgin Islands, the Federated States of Micronesia, the Republic of Marshall Islands and the Republic of Palau) is eligible to apply for a grant.

11. Allotment Formulas, Etc.: The Federal support or grant for a FP Services Project may not be for less than 90 percent (with exceptions) nor equal 100 percent of the total cost of the project.

13. Eligible Beneficiaries:

FP Services: Persons who desire family planning services and who would not otherwise have access to them. Priority is given to persons from low-income families. Individuals from other than low-income families are charged a fee in accordance with an established fee schedule although inability to pay must not be a deterrent to services.

FP Training: Recipients of family planning services in Title X projects benefit from family planning personnel who receive appropriate training.

FP Research: All levels of government and nonprofit entities responsible for the efficient and effective delivery of family planning services; providers and recipients of family planning services; and the general public.

OTHER

20. – length of time the assistance is funded: FP grant projects may not exceed 5 budget period years without having to re-compete for additional years of funding.

– use restrictions on the funds: Funds may not be used for abortions.

– reporting requirements: A progress report, evaluation and Financial Status reports are required annually within 90 days of the end of the budget period.

– audit requirements: Annual A-133 audits are required for those grant recipients that expend more than $300,000 in cumulative Federal Funds per year.

– reporting obligations under the program: Quarterly payment/expenditure reports (PMS 272 report) are required to be submitted to the DHHS Division of Payment Management.
