2. Program Name: Adolescent Family Life Program

4. Program Objectives: For the PREVENTION (93.995) portion of the AFL program: To develop and test abstinence based programs designed to delay the onset of sexual activity and thus reduce the incidence of adolescent pregnancy, STD transmission and HIV/AIDS.
For the CARE (93.995) portion of the AFL program: To provide comprehensive health, education and social services to pregnant adolescents, adolescent parents, their infants, male partners and their families.
For the RESEARCH (93.111) portion of the AFL program: To improve the understanding of the issues surrounding sexuality, pregnancy and parenting by examining the factors that influence adolescent sexual, contraceptive and fertility behaviors, the nature and effectiveness of care services for pregnant and parenting adolescents and why adoption is a little-used alternative among pregnant adolescents.
5. Titles and Descriptions of at least Three Funded Grantees: PREVENTION: Youth and Family Services: a pregnancy prevention program based on abstinence for girls ages 9-14. Uses a combination of educational curriculum and services to promote pregnancy prevention and abstinence.
CARE: Rural American Initiatives: a care services program that provides follow through and home visits to young girls after the delivery of their babies. Services provided are geared toward educating young teens in becoming a nurturing parent, achieving important medical milestones with relation to prenatal care, and counseling sexually abused teens. This program also includes supplemental services such as education, jobs training, housing, nutritional assistance and adoption services.
RESEARCH: Ohio University Research Foundation: the primary objectives of this grant are 1) to describe and delineate the relationship trajectories of a large sample of males and females in their early adolescent years using the children of the National Longitudinal Sample of Youth (NLSY) data set, 2) to differentiate those youth who progress through adolescence at little or no risk, from their peers who follow alternative riskier pathways, 3) to explore pertinent family and childhood antecedents that may precipitate these various relationship trajectories and 4) to explore how these relationship trajectories might be linked with adolescent relationship and sexual practices.

6. Authorizing Statute(s): Title XX of the Public Health Service Act.
7. Regulatory/Administrative Requirements: 45 CFR parts 1-99, OMB Circulars A-102, A- 110, A-21, A-121, A-87, A-133, DHHS Grants Policy Directives, PHS Grants Policy Statement (April 1, 1994).
8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: The discretionary grant regulations as prescribed in the OMB circulars would not apply. It would require new legislation, new operating procedures and a change in the grant making process. All of the requirements of the authorizing statute that mandates federal monitoring of the funds would have be changed. Specifically in sections 2005, 2006, 2008.

10. Eligible Applicants: Public, private non-profit organizations.
11. Allotment Formulas: No more than 1/3 of the AFL funds may go to prevention grant programs and at least 2/3 of AFL funds shall be used to make grants for demonstration projects for services. The grants that are funded under the AFL program must: 1) charge fees for services pursuant to a fee schedule 2) match the Federal Share of funds received with non-federal funds in the allotments of 70% Federal to 30% Non-Federal for years 01 and 02, 60% Federal to 40% Non-Federal for year 03, 50% Federal to 50% Non-Federal for the 04 year and 40% Federal to 60% Non-Federal for the 05 year. 3) No more than 5% of a grants total costs may go toward the evaluation costs of the grant.

19. Total FY 2001 Funding and Amount for Indians, If Known: Total: Approximately 19.2 million dollars. For Indians: $292,417 which represents two continuation awards. However, tribes are eligible to apply for new grant funds in FY2001.

audit requirements: Annual A-133 audits are required for those grant recipients that expend more than $300,000 in cumulative Federal Funds per year.
reporting obligations under the program: Quarterly payment/expenditure reports (PMS 272 report) are required to be submitted to the DHHS Division of Payment Management.
