4. Program Objectives: To promote the ability of families to be financially self-sufficient, and to promote the healthy development and greater social well-being of children and families

5. Titles and Descriptions of at least Three Funded Grantees:

New Hampshire Employment and Training Program Process and Outcome Study: (New Hampshire Department of Health and Human Services) - The overall objectives of this study are to examine the planning, funding, and implementation of the state's welfare program and its different components at the state and local level. This examination will include documenting the organization and staffing of New Hampshire's program and observing and documenting service delivery processes; describing client flow and participation; and analyzing participant outcomes in terms of key variables such as employment and earnings and family structure and stability.

New Jersey Substance Abuse Research Demonstration: (The Mount Sinai School of Medicine) - This evaluation will provide information about the effectiveness of a type of evaluation several states are experimenting with to move substance abusing welfare clients toward self-sufficiency.

Youth Employment and Training Initiative: (Illinois Department of Human Services) - This project involves the state completing an evaluation of the Youth Employment and Training Initiative (YETI) which operated as a welfare reform demonstration from November 1993 until July 1997 when Temporary Assistance to Needy Families (TANF) was implemented in the state.

6. Authorizing Statute(s): Social Security Act, Title XI, Section 1110, as amended by Public Laws 86-778, 88-452, 90-248, 96-265, and 99-190; 42 U.S.C.1310

7. Regulatory/Administrative Requirements: Grants, cooperative agreements, and contracts are awarded for innovative research, demonstrations, and evaluations that are responsive to the Administration for Children and Families (ACF) program priorities. All applications must meet standards of excellence in research, demonstration, or evaluation.

8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: Authority would need to modify the grant making process, enable the Department to make self-governance funding awards, and alter federal monitoringing mandates.
