INVENTORY

2. Program Name: Community-Based Family Resource and Support Program
3. CFDA #: 93.590
4. Program Objectives: To assist States to develop and implement, or expand and enhance, a comprehensive statewide system of community-based family resource and support services to prevent child abuse and neglect.
5. Titles and Descriptions of at least Three Funded Grantees: In FY 00, all 50 States, the District of Columbia, Puerto Rico and the Insular Areas of Guam, Samoa, Virgin Islands and Northern Mariana Islands applied for and were awarded CBFRS funding. The legislation mandating this program calls for a 1% set aside to fund migrant and tribal organizations to carry out the program objectives targeted to those communities. These are considered discretionary grants under CBFRS and are competetively awarded. The three current grantees are Cook Inlet Tribal Council, Northern Arapaho Nation, and the Academy for Educational Development/Washington, D.C. (Migrant Program).
AUTHORITY
6. Authorizing Statute(s): Child Abuse Prevention and Treatment Act, 42 U.S.C.511etseq., as amended, Public Law 104-235.
7. Regulatory/Administrative Requirements: ACF regulations: 45 CFR 1340. Eligibility requirements are contained within the Authorizing Statute as indicated in question 6 above.
8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: Changes would be necessary throughout the legislation related to eligibility, funding provision and program requirements.
APPLICANTS, BENEFICIARIES and FORMULAS
9. Type of Funding: Formula Grants to States with small set aside for discretionary activities directed to migrant and tribal organizations as well as for the provision of technical assistance to State lead agencies.
10. Eligible Applicants: Formula grants: States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Island.
11. Allotment Formulas, etc: States that meet all of the eligibility requirements will be awarded funds based on the following statutory formula: (a) 70 percent of the total amount appropriated is allotted among the States based on the number of children under the age of 18 in each such State, except that each State shall receive not less then $175,000; and (b) the remaining 30 percent of the total amount appropriated is allotted in an amount that bears the same proportion to such amount appropriated as the amount leveraged by the State from private, State, or other nonfederal sources and directed through the State lead agency in the preceding fiscal year bears to the aggregate of the amount leveraged by all States from private, State, or other non- federal sources and directed through the lead agency of such States in the preceding fiscal year. Discretionary grants are announced in the Federal Register and are competitively awarded.
12. Applicant Provisions/Allotments in Law for Indians:. 1% set aside for tribal and migrant organizations to establish family support and child abuse prevention programs.
13. Eligible Beneficiaries: Beneficiaries include children and their families, and organizations dealing with community-based family resource programs.
14. Beneficiary Provisions/Allotments in Law for Indians: children and families who are recipients of the services of the discretionary grant awardees under the 1% set aside.
15. Amount and Percent of Total that is Mandatory for Indians: 1% set aside.

16. Total FY 2000 Funding: $32,829,769
17. Amount and Percent of Total Funding Awarded to Indians: A portion of the 1% set aside.
18. For Awards to Tribes: Number, Range and Average Amounts: 1 grant to Cook Inlet Tribal Council for $109,450.00; 1 grant to the Northern Arapaho Nation for $109,436.00
19. Total FY 2001 Funding and Amount for Indians, Discretionary funds will total $218,886.00.
OTHER
20. How long assistance is funded: CBFRS Formula grants are awarded for a period of 3 years, and shall be provided by the Secretary to the State on an annual basis, as described in the by formula information Section. Discretionary grants under the 1% set aside are funded annually; the current project period is 9/30/98 - 9/29/02.
Fund use restrictions: To receive formula grant funds, States must meet eligibility requirements stated in the authorizing statute and use funds to establish and expand statewide networks of community-based family resource support programs. Discretionary grants are competitively awarded.
Reporting requirements: Formula grants to States: A progress report to the program office and fiscal report to the grants management office are required annually. Discretionary grants: A progress report to the program office and a fiscal report to the grants management office are required semi-annually.
Audit requirements: Audits are conducted in accordance with the requirements in 45 CFR 74 and 92.
