4. Program Objectives: The purpose of the program is to stimulate economic development in low-income neighborhoods, create jobs and employment and business opportunities for TANF recipients and other low-income persons through the initiation or expansion of businesses.
5. OCS funds some 75-80 projects each year which develop supermarkets, shopping centers, business incubators, daycare centers and other private sector commercial entities. These entities are the result of public-private partnerships with the OCS funds leveraging millions of dollars in private venture capital, federal,state and local government and foundation funds. Seventy five (75) percent of all jobs must go to low-income persons.
AUTHORITY
6. The Community Services Block Grant Act of 1981, as amended (Section 680 of the Community Opportunities, Accountability, and Training and Educational Services (COATS) Act of 1998, authorizes the Secretary to make grants on a competitive basis to provide technical and financial assistance for economic development activities designed to address the economic needs of low-income individuals and families, conduct rural community development activities and conduct neighborhood inovation projects.
7. Regulatory/Administrative Requirements: Sec. 680(a)(2)(A), CFR Parts 74 and 92, and the Program Announcement requesting proposals.
8. Mandatory Statutory Changes Needed to operate PSFA as a Demonstration: Sec. 680 Authorizes the Secretary to make grants, loans or guarantees to carry out the provisions pertaining to this program.

9. Type of Funding: Discretionary funds authorized under the Community Services Block Grant.
10. Eligible Applicants: Private non-profit locally initiated community development corporations governed by a board consisting of low-income individuals and business civic leaders who have as a principle purpose permanent job creation for low-income individuals, and planning, developing, or managing low-income housing or community developments.
