4. Program Objectives: To provide assistance to States, local communities and Indian Tribes to assist low-income individuals and families in rural and urban areas to become self-sufficient. The program is to provide services and activities that impact on the major causes of poverty. Services to be provided would include: securing and retaining employment; attain adequate education; make better use of available income; obtain emergency assistance. and achieve greater participation in the affairs of the communities.

AUTHORITY
6. Authorizing Statute(s): Community Opportunities, Accountability, and Training and Education Services Act of 1998. Title II, Section 201 and Sections 671-679, Public Laws 97-35 and 103-252. Short Title: Community Services Block Grant Program.
7. Regulatory/Administrative Requirements: State Plan or Tribal Plan, Public and Legislative Hearings, and Signed Assurances as required by the CSBG Act.
8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: Authority would need to modify the grant making process, enable the Department to make self-governance funding awards, and alter federal monitoringing mandates.
APPLICANTS, BENEFICIARIES and FORMULAS
9. Type of Funding: Formula Grant
10. Eligible Applicants: The 50 States, the District of Columbia, Puerto Rico, Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. Indian Tribes or Tribal Organizations upon application by the Tribe, State recognized Tribes, as evidenced by a statement to that effect by the Governor, or Tribes formally recognized by the Secretary of the Interior under the procedure for such recognition in 25 CFR 54 are eligible to receive direct grants.
11. Allotment Formulas, Etc.: HHS determines the amount of funds to be allocated as block grant to each State in accordance with the formula set forth in the Community Services Block Grant Act. Tribes receive a percentage of the State block grant. The amount is based on eligible population of the tribe not to exceed 125 percent of the official poverty line. The CSBG Act does not provide for a basic minimum grant or a "set-aside".
12. Applicant Provisions/Allotments in Law for Indians: Tribes to receive an allotment for a one or two year period is required to submit an application to the Office of Community Services by September 1 to receive funds in the next Federal fiscal year. Each application must contain assurances by the Chief or Tribal governing body that comply with Section 675B and Section 676 of the CSBG Act.
