4. Program Objectives: To assist newly arrived refugees, Cuban/Haitian entrants or persons granted asylum in becoming self-sufficient by the 120th day after arrival without use of welfare by providing transitional assistance, intensive case management and social services.
5. Titles and Descriptions of at least Three Funded Grantees: United States Catholic Conference, International Rescue Committee, and Lutheran Immigration and Refugee Services are grantee non-profit organizations that assist newly arrived refugees to resettle in the U.S.

6. Authorizing Statute(s): Refugee Act of 1980, Section 412, Public Law 96-212, 94 Stat. 111, 8 U.S.C. 1522, as amended, Public laws 97-363, 99-605, 101-167, and 101-517.

8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: Our statutory authority does not explicitly include tribes, or Sovereign Indian Nations as eligible grantees or contractors. The unique nature of this program requires an ORR grantee to also be a grantee of the Department of State or the Department of Justice for Reception and Placement services.
