4. Program Objectives: To subsidize States for assistance and services provided to refugees, asylees, Cuban and Haitian entrants and certain Amerasians from Vietnam for resettlement throughout the U.S., by funding maintenance and medical assistance, and social services for eligible refugees, asylees, Cuban and Haitian entrants and certain Amerasians from Vietnam. State agencies may purchase training and employment services from other providers.
5. Titles and Descriptions of at least Three Funded Grantees: States participating in the State-administered program of refugee resettlement are the grantees. All States except Alaska, Kentucky, Nevada, and Wyoming participate.

8. Mandatory Statutory Changes Needed to Operate PSFA as a Demonstration: Our statutory authority does not explicitly include tribes, or Sovereign Indian Nations as eligible grantees or contractors.

Eligible Applicants: Eligible Beneficiaries: Persons admitted to the U.S. within the last 5 years as refugees under section 207 of the Immigration and Nationality Act; granted asylum under section 208 of the Act; Cuban and Haitian entrants, as defined in section 501 of the Refugee Education Assistance Act; and certain Amerasians from Vietnam and their accompanying family members, as defined by section 584(c) of the Foreign Relations, export Financing, and Related Programs Appropriations act of 1988.
In addition, persons who according to section 107(b)(1) (E) of Public Law 106-386 meet the definitional criteria of certified adult victims of a severe form of trafficking in persons as well as children under the age of 18 who have been determined to be severe victims of a form of trafficking in persons in accordance with section 107(b)(1)(C)(ii)(I) of Public Law 106-386.

Allotment Formulas, Etc.: The statutory formula for social services allocations to States is based on the total number of refugees (including children and adults) who arrived in the United States not more than 36 months before the beginning of such fiscal year and who are actually residing in each State (taking into account secondary migration) as of the beginning of the fiscal year.

-- fund use restrictions: Funds are appropriated on a yearly basis. Funds for Cash and medical assistance must be obligated within the fiscal year of appropriation and liquidated by the end of the next fiscal year. Funds for social services must be obligated no later than one year after the end of the FFY in which the Department awards the funds. A State must expend its social service funds no later than two years after the end of the FFY in which the Department awards the funds.
