• Explanation of need to have a methodological basis (criteria) for determining whether it is feasible to include specific programs in a self-governance project
• Presentation of possible criteria (e.g.; tribal capacity, impact on program/beneficiaries, ability to define a tribal share, cost neutrality, inherent Federal functions, legal barriers, etc.)
• Audience discussion
• Closing/summary of audience reaction

DISCUSSION: WHAT HHS PROGRAMS WOULD TRIBES INCLUDE IN A DEMONSTRATION? (10:30 - 12:00 p.m.)
