This Handbook was prepared as background material for the conference, Emerging Trends in Managed Care: Opportunities and Challenges for the Aging Network, convened by Assistant Secretary of Health and Human Services, Fernando M. Torres-Gil, and the Administration on Aging on February 28 through March 1, 1996. Explicitly prepared for the aging network, this Handbook offers definitions and outlines philosophies of managed care, as well as suggests incentives, expected benefits and some possible drawbacks of managed care against which to guard. The Handbook also reviews early experiences of seniors with Medicaid managed care, and with managed care for long-term care; as well as explores models for applying managed care principles to low-income and/or chronically-ill seniors in both acute care and long-term care.
